Hospital Bed Use as a Sign of a Non-Crisis

According to Gov Edwards, the highest number of hospital beds occupied in La. during the COVID illness by COVID patients was 1,600, back in July:

However, the total number of hospital beds in the whole State is 15,061:

It is worth asking:  Were we ever in an emergency health situation when only a tenth of our hospital beds were being used by COVID patients at the peak of the ‘crisis’?  Do these numbers invalidate the mandates the Governor has been issuing?  We hope someone with governmental authority will explore those and related questions.
